Creative students with ideas regularly start new agencies. A new agency will generally be approved, provided it does not conflict with an existing agency operation, and that the business plan shows that there is sufficient demand for the product or service to make the operation economically sound.

Each agency remains a part of the PSA system, and is handed down from one manager to the next at no cost the the successor manager.

This dynamic aspect of the agency system encourages the development of new ventures while continuously increasing the efficiency and profitability of the agencies.
